Superman could most definitely fly without his cape! It’s just a fashion choice, really. It’s made from invulnerable Kryptonian fabric, so it doesn’t erupt into flames when he’s off rescuing some cat from a burning building. The rest of his suit is made from the same stuff, that’s why it’s not full of bullet holes.

There is no reason why Supergirl can’t fly in space. It has been surmised and discussed in the comics that Kryptonians store solar energy in their cells and that by using their abilities they partially drain their powers. Unless they do something called a solar flare, they should always have more power than they need.
