If his training never stopped, he could’ve tanked Jiren and then some. Gohan in his stages of re-focusing with piccolo to get his mystic form back, powered up a bit and almost met up with ssb vegeta in terms of power IN HIS BASE. Basically android 17 terms of power but without limitless Ki and Stamina.
Gohan came so far in such a short time that if he keeps up his training, he can continue to narrow the gap between himself and the two main characters. In the manga continuation, Gohan does continue to get stronger.
Gohan is weak because he stopped training. He put his focus into book learning rather than martial arts. As a result, he lost his high power level and his ability to easily transform into Super Saiyan and his ultimate form. Gohan lacks Will of Warrior.
The amount of time that’s passed in Dragon Ball Super is apparently open to interpretation. In BoG, Gohan was probably still the strongest or at least on the same level as Goku before he goes SSJG, hence the reason why they made it a point to have him step in as if he was the only one who could stop Beerus.
If Gohan had caught the earring and fused with Goku in the situation they were in, they would have completely dominated Super Boo. The fragment that was severed from Super Boo would’ve found no one strong enough for it to absorb. There wouldn’t have been any need for Vegeta to take part in the fight.
Piccolo then takes Gohan away following the fight and Goku’s death, and trains him for the upcoming battle against the two other Saiyans, Vegeta and Nappa, though Piccolo is aware that training the son of his greatest enemy will be a risk.
