As far as we know, the only people who knew that Dolores Umbridge sent those two dementors after Harry are: Dolores, Harry, Hermione, and the two Dementors. Dumbledore believed for most of the book that at least some of the Dementors were taking orders from Voldemort, and that was the source of the attack.
The Dementors could feel the presence of two souls in Harry’s body and that drew them more towards him than others. The dementors go after Harry in the Harry Potter books mainly cause of his childhood trauma which resulted in his parents dying in front of his eyes.
Harry represented the defeat of the Pureblood agenda—she hated Harry for more or less the same reason that Voldemort did (but for Voldy, it was personal). Umbridge intended to Soul-Murder Harry Potter (Dementors don’t kill the physical body).
The Dementors, we find out later, had been sent by Dolores Umbridge (OP32). After Harry saves his cousin and himself (he successfully conjures a Patronus on his third try), Mrs. Figg finds them (OP1).

The Dementors only target Harry specifically at the end of the book when one Dementor steps away from the rest and decides to give him the kiss due to him getting in the way of capturing Sirius. Lupin says earlier that the kiss is only done by the Dementors to those that “they wish to destroy utterly”.
According to Dolores Umbridge, many in the Ministry were talking about silencing Harry, but none acted. She decided to take it upon herself to silence and discredit Harry once and for all, thus sending two Dementors after him in August.

Dementors were on the way to Hogwarts when their natural instincts for feeding on happy memory sensed Harry, the most reasonably depressed person on the train, and more than anything wanted to suck his soul out to leave him as a miserable sack of nothing.
A Dementor attempting a kiss on Sirius is witnessed in the film adaptation of Harry Potter and the Prisoner of Azkaban, in which his soul is being sucked out his mouth in the form of a small, glowing, white dot, but the Dementors are fought off by Harry’s Patronus before they can finish this.
UmbridgeAfter rumours of Lord Voldemort’s return and the increased paranoia of Cornelius Fudge, Umbridge set two dementors on Harry Potter and his cousin Dudley Dursley in Little Whinging in an attempt to get him expelled from Hogwarts for use of magic outside of school.
Despite her wickedness and pure-blood supremacist attitude, Umbridge was repeatedly stated to be no Death Eater, as she never showed support for them until they took over the Ministry in 1997.
Her taking in of Harry was likely out of her regret for not having made up with her sister and did so to honour her sacrifice. After being given Harry, Petunia kept Lily’s blanket, in which he was wrapped, for the rest of her life as (aside from Harry) it was all of her sister she had left.
And the Dursleys didn’t attend the Potters’ marriage ceremony. “[Petunia] and Vernon chose not to attend Lily and James’ wedding. The very last piece of correspondence she received from Lily and James was the announcement of Harry’s birth, and after one contemptuous look, Petunia threw it in the bin.”
So Umbridge acquires the locket as a bribe from Mundungus Fletcher, and though it once belonged to Salazar Slytherin, Merope Gaunt, and Hepzibah Smith, Umbridge is unaware that the locket is one of Lord Vodemort’s Horcruxes – or that it belonged to him at all.
Dudley Dursley (born 23 June, 1980) was the Muggle son of Vernon and Petunia Dursley and cousin of Harry Potter. In 1995, he faced Dementors for the first time and was saved by Harry, after which he mellowed and became generally kinder to his cousin.
DumbledorePetunia’s disdain for Harry was most likely born from a long-standing jealousy of her magical sister, Lily. A Howler from Dumbledore, addressed to Petunia, said ‘Remember my last’ – no doubt referring to the letter which he left with baby Harry, on the doorstep of Privet Drive.
