He became obsessed with Barry sometime in the future, which we don’t know, and loved to time travel, he became enemies with the flash after wanting speed, and after gaining his speed somehow, he became the reverse of Barry, the criminal speedster, and went back in time to destroy the flash because of their hatred.
Unfortunately he did not, but Flash later found the clock, detonated it safely, and destroyed Thawne’s costume. Blaming the Flash for his defeat, Thawne became obsessed with “replacing” Barry and traveled back in time to exact his revenge.
Eobard temporarily pretended to be Barry Allen, until Wally discovered what he was doing, and defeated him. It was then Eobard learned of his destiny to become the greatest enemy of the Flash, knowledge which drove him insane.

Eobard ThawneThe villain of The Flash movie is almost certainly going to turn out to be Eobard Thawne, the Reverse-Flash. He’s generally become Flash’s most notable (and frankly, somewhat overused) foe in media in recent years, and he’s the villain of the Flashpoint comic book story that this film is drawing some inspiration from.

Their exact level of intelligence compared to each other is uncertain, but it’s clear Eobard has greater scientific knowledge. He was considered a genius in his time, so being in the past would make his scientific proficient far greater than that of Wells.
Shazam can fly at the speed of light, which makes him faster than almost any other hero, but both Barry Allen and Wally West are able to move at speeds faster than light, meaning that while they would have to push themselves, at least two Flashes are faster than Shazam.
Tom CavanaghHarrison Wells is the name of several fictional characters portrayed by Tom Cavanagh in The CW’s Arrowverse franchise, primarily the television series The Flash.
If you’re talking about the TV show, Barry Allen is still highly intelligent, being a grade A CSI even before the particle accelerator explosion. But not nearly as intelligent as the creators could have made him.
