Dollar Tree does fill helium balloons for free when purchased either in-store or online as of 2022. Additionally, Dollar Tree can only fill foil balloons and also sells a select range of pre-filled balloons in-store. Unfortunately, Dollar Tree is unable to fill balloons with helium that have been purchased elsewhere.
Step 1: Find the opening in the tail, or neck of the balloon. Step 2: Push the opening of the balloon onto the nozzle of the pump until it looks airtight. Step 3: Hold the balloon in place while you press the nozzle to pump the helium into the balloon until the desired inflation level is achieved.
CVS stores fill helium balloons if they have the equipment to do so in-store. Most CVS stores with balloons on sale will fill those balloons for free after you purchase them. Note that CVS does not generally fill balloons that were purchased from another store and does not sell helium canisters.
Dollar General offers services for filling latex, mylar, metallic and jumbo balloons with helium. The services are available at your local Dollar General in-store. It is important to know that the balloons are available for purchase from the store itself. They cannot refill balloons purchased outside in the store.

Pour two teaspoons of baking soda into your balloon, and pour half a cup of acetic acid into the bottle. Don’t add too much soda! Insert the bottleneck into the balloon’s neck and straighten the balloon: the baking soda in the balloon will fall into the bottle and meet the vinegar.
