When should I start Dragonborn and Dawnguard?
You get the Dragonborn quest right after you speak to the Greybeards. The Dawnguard quest line doesn’t open up until around 10th level. Technically and story-wise you can do them in either order.

Re: Which first: Main Quest or Dawnguard? It shouldn’t really matter, regardless of which faction you choose in Dawnguard. (The two questlines meet at certain points, and those points are when you can mention being Dragonborn.) The most you get from are lines of dialogue where your character answers a question or two.
Is it better to side with Dawnguard or vampires?
Overall, the physical rewards (weapons, etc) are better if you choose Dawnguard. However, you cannot regularly use the powerful Vampire Lord form until after you’ve completed the main questline, or else the Dawnguard members will not accept you.
Should I wait to do Dawnguard?
Dawnguard has a minimum level requirement of 10. I’d recommend waiting until 15-20 though since some of the quests are long and tough (lots of trekking through falmer infested territory). Hearthfire can be started at any time as its simply a material collection quest to build a house.

There are no fences anywhere on Solstheim. It is actually possible to receive a fishing job from Delvin Mallory with Glover as the target.
