Overlord, is more of a description than an actual rank. It describes one who has de facto authority over chieftains, nobles or king’s without necessarily holding higher rank. Overlords, could become kings or emperors. In which case they often retained overload as one of their titles.
As nouns the difference between emperor and sultan is that emperor is the male monarch or ruler of an empire while sultan is sultan (ruler).

For example: British emire, ottoman empire. Kingdom is smaller than empire. Kingdom may be remain under an empire or be independent.
Empire is larger in geographical area than a kingdom. Kingdom is small in comparison to an empire.
