Kakashi doesn’t regain the Sharingan afterwards. In chapter 686, after Obito sacrifices himself to save both Naruto and Sasuke, his body dies, but his spirit is still alive and it inhabits Kakashi, leading him to gain two Mangekyo Sharingan.

No, he can’t now. During the battle with Kaguya, Obito lent Kakashi the full power of the Mangekyo Sharingan which gave him the ability to use Susanoo. But after the battle, Kakashi lost his Sharingan along with Susanoo.
First off he couldn’t have. After Madara was ejected from Kaguya he lost all of his body modifications, including his Hashirama construct, and he was rendered completely blind (he even says “is that you Hashirama, when the first Hokage walks up to him). So there would have been no point in taking Madara’s eyes.
There are several reasons why Kakashi can’t use Kamui as effectively as Obito. First and foremost is that Kakashi isn’t an Uchiha. His body isn’t genetically predisposed to wielding the Sharingan, so keeping it active consumes far more stamina than it would a natural Sharingan user.
